Study on teleworking. ENSAIS engineering student report

By C.Martz and C.Stefani, December 2000

Introduction

Teleworking is often associated with values such as returning to the countryside, the leisure society, or reconnecting with the family unit. For some, it is a vector of job insecurity, for others, it is the expression of a new division of labor in the tertiary sector, or even a manifestation of the “virtual enterprise”.

The number of teleworkers is estimated at nearly 16.000 in France. It is expected that there will be around 300.000 teleworkers in 2005. However, the appearance of new external factors, such as a rapid change in mentalities, would induce a significant increase in these figures, this is the proactive scenario. The development of teleworking could therefore be more important within the framework of this scenario. With this in mind, there could be 500.000 teleworkers in France within ten years.

We will try to identify what exactly telework, the relationship between employee and employer it generates. In addition, we will see what are the problems encountered in the implementation of telework in a company and how to solve them.

Definition of telework

We must first notice the difficulty of defining telework with precision. Here are some definitions of telework given by different actors or witnesses of this new form of work organization:
- That of the dictionary: “The Organization decentralizes tasks, the worker accomplishing them remotely thanks to the use of telecommunications. ".
- That given by the European Charter for Remote Work: “Remote work is defined as a way of working outside one's usual place of work only thanks to information and communication technologies. Remote work allows you to exercise your
work from home, from decentralized shared offices or to become a nomadic worker. ".
- That given by teleworkers themselves: “Offer communication services using standard solutions. Performing services essentially remotely, in order to guarantee competitive prices ”.
- A legal definition: "Work carried out by one or a group of employees, either from their home or from their home, who depend on one or more employers whose headquarters is far from home or at least telelocal of 4km as the crow flies and whose activity
requires the use of office automation organized by means of telecommunications. ".
