Thus our planet evolves around its "pivot": the Sun, essential star to life on Earth, so precarious and fragile it is! But before turning the page, what will remain of the year completed? Probably not the "Copenhagen Summit" unless you are interested in the anthology of missed appointments as we see a blooper!
For the world, the lanterns of the Danish capital became extinct in a near panic to hear boos came from ordinary citizens but convinced of the importance of the debated issue.
We can say that after this summit the disappointment is up to the height of hope of all, if not a large majority of indoor and outdoor participants, observers of all ranks, not to mention the most committed and aware of environmental issues , "KO standing" (in the manner of Cambyse's army (1)).
And the prospect of a "living together", consensual at the global level, to face the new climate, energetic is again the utopia utopias.
Thus the leaders of the world and their cohort of sherpas have returned from this appointment announced as a turning point not to be missed, determining our survival ... Quietly returned, first satisfied not to have derogated from their mission to defend " their domestic interests "for which they are democratically mandated ... Returned without being able to dispense with the atmosphere for their return, the second tranche of the few hundreds of thousands of tons of greenhouse gases necessary for their" transport "air ...
We do not want to come back here to the carbon tax but rather to remember that the fuel of aircraft (kerosene) unlike fuels and other fossil fuels "terrestrial" is still not taxed! Similarly, the ecological diaspora has been able to regain its status as a (diffuse) global movement in opposition to the official challenges of growth and other development. A movement probably weakened by the inability of "politicians" to take a step forward, weakened by the echoes of a college of "scientists" little sensitized or even "without faith" vis-à-vis the weight of the human activity on a global warming still very hypothetical for some of them ... and who seized the opportunity "Copenhagen" to be heard and sow doubt. For those, we would again want to dwell on the merits of respecting the precautionary principle "when we do not know" or the importance of saving the oil resource in particular, when we are aware of everything what Western growth the last fifty years he owes it to us when we are told that the "barrel has a bottom" that we can now see!
Thus, the failure of Copenhagen can it be formidable ...
On the other hand, among the most relevant results of this UN meeting, we see a little more how appropriate decision-making rules are necessary for "global governance" (3). Indeed, as in democratic states where - in practice - consensus can not be the rule of decision, the most equitable would not it be that, each country having a voice, the UN decisions are also taken according to the rule majority voting?
But back on the underlying economic issue at the summit ...
We will go to the account of lack of sleep, uninterrupted work, what our Minister of Ecology, Energy held during a hot debriefing, confessing to have misunderstood the underlying economic issue the summit !!!
When we know - repeat - that economic development and other growth must fossil fuels (4) one remains speechless!
Thus the need for the emergence of a new model is a prerequisite for a true change of course, first for ecological reasons, then for reasons of scarcity of fossil energy assets.
In the meantime, the current development model remains the "mirror of larks" of emerging countries and those who aspire to be. Indeed, we know that after the environmental problems and climatic drifts with the consequences more and more disastrous (with the increasing social cost (5)), the world population, in exponential demographic growth, has no chance to realize his "Western dream" in this context of scarcity ... and near disappearance of the manna of energy "easy" (fossil).
The global project must contrive to offer all countries a fair future, that is to say, to give the chance for emerging countries to develop technologies suited to the new context, to poor countries to follow this path, called developed countries to initiate a change of course essential ... to new challenges more qualitative, less quantitative, softer, less hard (6).
A middle path of wisdom footprint
It is likely that, in his heart, the vast majority of politicians - and largest - is distributed to Copenhagen, intact, the idea that she had but could engage further with the idea the stakes exceeded its mandate.
However, as we have already written, states will eventually necessarily agree but on minimalist arrangements (5) which will then be implemented by all (a challenge in itself!).
Thus, this text would again point out that, following the necessary change of strategy and supported by the largest number of citizens, each country can now go beyond the requirements that may exist in encouraging, through tax rebates and other credits taxes, all its citizens, civil or legal persons, public and private to be as virtuous as possible: early preparation for an inevitable future is a very fast winning strategy for everyone!
And after social responsibility (CSR) - a very popular concept today - we must highlight the social responsibility of countries (RSP)!
The expected education
The current adult population will have a hard time getting rid of its "canons of success" through the appearance, the material by a need for "ever more" technology, moves still ready to choose the 4 × 4 or others big sedans for fun, probably ready to accept the wearing of gas mask if the announced shortage of oil was to be too long, in advance of the health problem!
So we need to bet on the next generation, now a teenager, to teach it other forms of "riches" (7), more intimate and intimate than "small is beautiful", that the planet is beautiful near home that the practice of this proximity declined in a thousand ways is full of ecological virtues and thus prepare the essential basis for the construction of another model of development, the establishment of other challenges for individual and collective success ... more concerned with global spin-offs, equity, long-term ...
Thus, with the CSR (Corporate Social Resonsabilité) and RSP (Corporate Social Responsibility Country) the concept of Corporate Social Responsibility Citizen (RSC) is to promote!
We wrote this text the day after the closing of the Copenhagen summit. For technical reasons it could not be broadcast before January. So what is its usefulness to appear several weeks later, to return to a "no event"? Of course the reader to decide!
As far as we are concerned, we have made the choice of this "Laconic Return on Copenhagen" to underline how difficult it will be to break with a model of development that made us dream, dream, and dream (as we dream with regret of the past!), dream all the stronger and maintained that we do not know any alternative!
Thus breaking with the current model requires a radical questioning of our culture (civilization). Invent another will require a lot of time but presupposes a situation that does not seem there ...
