France: the 2005-2006 sun plan

Sun Plan 2005-2006 - The solar water heater, champion of energy saving, ADEME, 27/04/05

Since 2000, when it was launched, the Sun Plan has created the conditions for a dynamic and lasting thermal solar market: development of a high-performance professional sector (manufacturers and installers of the QUALISOL network) based on quality products adapted to the needs of buildings and their occupants. In 2004, the solar water heater market was particularly dynamic, with growth of over 50%. This dynamism should be reinforced in particular thanks to the tax credit: since January 1, 2005, it has gone from 15 to 40% for “renewable energy” equipment expenses. To develop the promotion of collective solar water heaters, in 2005, ADEME is strengthening its communication towards communities and building managers.
Led by ADEME, local authorities and industrial partners, the Plan Soleil 2000/2006 is intended to ensure the dissemination of solar thermal applications in metropolitan France. It concerns both collective applications (apartment buildings and tertiary buildings) for the production of domestic hot water and heating as the individual housing sector. It combines public awareness with an effort to train and qualify networks of installers. In 2004, the solar thermal market grew by more than 40% with the installation of 55 m © ˜ of installed collectors (340 in 38).

The tax credit, "catalyst" of the Sun Plan for individuals

Since January 1, 2005, the tax credit for “renewable energy” equipment expenses in the main home has increased from 15% to 40%. This tax measure accessible to all (whether taxable or not) is supplemented by local aid. Indeed, a large number of local authorities (almost all regional councils and some general and municipal councils) continue to be associated with the development of solar water heaters by paying individuals direct premiums of € 700 on average.
Thanks to this aid, the growth prospects of 35 to 40% observed in previous years could be revised upwards if the trend at the start of 2005 continues. Indeed, professionals recently reported to ADEME a doubling of sales of solar water heaters in January, February and March 2005, compared to the same period in 2004.

Plan Soleil integrates ADEME's national mobilization campaign for energy savings

The 2005 campaign in favor of the Sun Plan is in line with the tone developed in 2004 on the theme "Solar water heaters, take action!" »In order to show the need and the possibility of acting effectively, individually and collectively: intended for the general public, it is available in 3 complementary parts: a press campaign, a regionalized radio campaign and the variation of communication tools at the service of the regions . This campaign will be supplemented by a press campaign in favor of the promotion of collective hot water from the fall.
Finally, this year, the Sun Plan is now included in the national mobilization campaign “Energy savings. Let's make it quick ! »Launched in May 2004 by ADEME.
