Well, quite simply because if the WC becomes a pellet appliance which recycles human manure in the form of fuel, then we solve, besides hygiene, 3 problems at the same time:

All that's missing is the cogeneration of electricity from wood + thermal solar :-)
And all this would finally be a real incentive to go to the dry toilet. And would offer a real economic solution to developing countries, a source of energy instead of consumption of water and energy.
