I have just printed and read carefully the 5 pages in English written by this Mr. Shimizu and his collaborators who do not seem to be branques, since they still publish in a scientific journal mentioning the name from their firm: NGK, one of the world leaders in ceramic insulators.
This text is very interesting and brings new light on how to electrolyze water. Now I have to digest to see how we can transpose these nice experiences on a small scale on large generators.
I suggest to repeat this intervention on "improved electrolysis". I will publish a summary of the text in French in a few days.

NGK is a very respectable Japanese company.
I go to the conclusion:
5. Conclusion
We have shown in this preliminary work how an ultrashort
power supply, consisting of a SIThy and an IES
circuit, can be applied to water electrolysis for hydrogen
generation. It has been found that an ultra-short pulse
of about 300 ns could generate hydrogen gas. It was also
found that power could be increased without decreasing
the electrolysis efficiency. The present results point to
the possibility that water electrolysis by ultra-short
pulsed power occurs under the electron transfer-rate
limiting mechanism, which is different from the conventional
diffusion-limiting mechanism in DC power electrolysis.
Well, it does not figure out how this method is more effective than the conventional method.
It just says that they highlighted a slightly different mechanism.
