The low consumption building market (BBC) is off to a flying start. The Minister of Ecology and Sustainable Development, Jean-Louis Borloo, and his Secretary of State for Housing, Benoist Apparu, announced on October 28 that more than 20 homes (000 houses and 2 apartments ) in a construction project have already been the subject of an application for BBC Effinergie certification. Standard. To be certified Low energy building (BBC), a dwelling must not consume more than 50 kilowatt hours of primary energy per square meter per year (kWhEP / m² / year). This includes heating, hot water production, lighting and ventilation, excluding appliances.

A geographic modulation. This value is also modulated according to the region and the altitude, ranging, for example, from 40 kWh on the southern coast, to 65 kWh, in the north and east of France. For comparison, the current regulations are triple, at 150 kWhEP / m² / year.

This is a real energy transformation, although France remains far behind Switzerland and Germany in this area, with their Minergie and Passivhaus labels. The rush for this label is recent, since in June, the Effinergie association identified only 7 projects meeting the standard. It affects all regions, and particularly the Ile-de-France, which concentrates more than 300% of future construction sites. A new fact, the operations in the process of labeling concern collective private and social housing, and not only houses where it is easier to implement.

The success of the "BBC" is explained in particular by the fact that this standard will become compulsory from January 1, 2013 for all new housing, and from 2010 for public and tertiary buildings, by virtue of the objectives set in the Grenelle 2 law. , in the process of adoption.

The energy performance set by the "BBC" has the merit of simplicity and clarity, which is not the case with other certifications, such as High environmental quality, Qualitel, Habitat et Environnement or even NF Logement, and their variations ...

The ministry estimates at 15% the additional construction cost linked to the implementation of the "BBC" label, for an average cost of 1 euros excluding taxes per square meter, excluding land. According to the Environment and Energy Management Agency (Ademe), this additional cost could be reduced to between 450% and 5% by 10, with the large-scale implementation of the processes, and it will be amortized in 2012 or 10 years, thanks to the energy savings achieved.

Financial incentives

To cope with this, the government has increased the financial incentives for the purchase of a low-consumption building. The recovery plan had already doubled the zero rate loan for buyers of new housing. In addition, 20 euros if it is labeled "BBC". This measure lacked implementing decrees. They should be published on December 000. The deduction of loan interest and the Scellier device (tax relief for buyers of new housing intended for rental) should, themselves, be gradually reserved for housing classified "BBC", but it is provisions currently under discussion in Parliament, as part of the 1 budget bill.

Another success to be credited to the Grenelle Environment Forum is the zero-rate eco-loan (ecoPTZ), launched in April and intended to finance works in existing housing. The banks registered 50 requests in less than six months, for an average amount of 000 euros. It was praised by the owners of individual houses where the works are easier to carry out than on buildings and simpler to decide. If we add to these construction sites of individuals the renovation of some 16 social housing units, already scheduled, nearly 500 billion euros of thermal renovation work will be injected into the building sector, from here at the end of 30.
