A president to bring them all together. Last week, Dominique Dupilet received the forty-seven intercommunalities of Pas-de-Calais, to discuss organization and procedures to follow for the years to come.
"If I have brought together the forty-seven inter-municipalities of Pas-de-Clais, it is to explain to them how we are going to work with them," says Dominique Dupilet, president of the general council. Last week, we therefore talked about "projects" and "common diagnoses". A meeting which prepares the negotiation of second generation sustainable development territorial contracts (the first date from 2006 and allow the inter-municipal authorities to have a clear agenda, which outlines the main lines for the years to come).
Mobility
The department therefore wants to promote the policy towards young people: “I am thinking in particular of their mobility and the construction of meeting points. But there is also the possibility of access to culture, sport, employment. The fault of the people of Pas-de-Calais is that they are not mobile. We want to encourage them to pack their backpacks. In the same vein of mobility, but this time local and intended for older people, Dominique Dupilet wants to "imagine public transport and accentuate carpooling. Behind this thematic are hidden serious questions in terms of regional planning, the fight against global warming and environmental protection.
The pooling of resources is also on the agenda, and the Department will pay particular attention to the question of intercommunal social action centers (CCAS), because it is today "at the heart of the problem of local development". • FL
