The particle map: -30% of fine dust by 2015

PARIS - The Particle Plan, published as part of the 2nd Environmental Health Plan (PNSE2), targets an enemy that is particularly difficult to reduce and which, according to the WHO, is responsible for 30.000 premature deaths in France.

The Plan adopts a target objective of maximum concentration in the air of 15 micrograms / m3 of fine particles (PM2,5) in 2010, which will become compulsory in 2015, i.e. a more ambitious reduction than that aimed by the European Union (25 microgr / m3 in 2015). There is no assurance, however, that the particles would be harmless below a certain threshold.

Expected since the Grenelle de l'Environnement, the Particle Plan has been "challenged two or three times" by the Secretary of State in charge of Ecology, Chantal Jouanno: "It was not up to the challenges, while the development of asthma and allergies is often due to irritations caused by the particles, "she told AFP.

Emitted in particular by combustion (wood, fuels ...), the particles must be reduced at the source of all human activities concerned: domestic (heating with wood), agricultural (fertilizers), industrial and of course transport.

The Plan plans to redirect public aid for wood heating, such as the tax credit, from 2010 onwards and to put pressure on boilers offering the strictest emission standards.

Finally, the Ministries of Health and Ecology, co-sponsors of the plan, wish to reduce urban traffic, beyond the reduction in emissions by mode of transport.

Under study over the next five years and on at least five sites, the creation of "low emission zones" in agglomerations where frequent peaks are recorded, with the possibility of free public transport, installation of parking lots in the outskirts, speed reduction, reorganization of supply to city centers ...

Particles present a difficult puzzle to solve since their origin, sometimes far away, their formation and their composition are still poorly known, underlines Philippe Lameloise, the director of Airparif. Since 2000, their level has remained stable despite actions taken on exhaust pipes or in factories.

The Particle Plan, with a budget of 12M euros over 5 years, will therefore place them under the microscope of researchers to better understand their operation and their nuisance.

For its part, Airparif is preparing a vast study over three years of particles in Ile-de-France as London or Berlin have already done: this will involve estimating and comparing the share of particles of continental and regional origin and those issued locally.
