I think it's possible and it probably will not be so complicated.
According to Mr Pareto (Italian socio-economist), 80% of a phenomenon is created by 20% of its population. This is true for CAP subsidies (80% subsidies are collected by 20% of farmers), household expenses (80% of expenses come from 20% of expenses) ... it's undoubtedly true for CO2 emissions.

Plus, I'm not sure it will be such a big change for them as they waste a lot today.
For example, they do not have restrictive standards for their vehicles in terms of rejections. If tomorrow they apply the same standards as the Europeans, I think they will have reached the coveted 80% reduction. In 40 years, their car park has been replaced several times, so it will be in the sweetness.

In the first years, the progress will be small and then they will improve dramatically by 15-20 years.

Next step to see if it is a commitment is voluntarist, the signing of Kyoto agreements!
