I am the mayor of a small mountain village and there are several mills. (formerly the users made their flour there)
We would like to restore these mills which today are falling into ruin and an idea is bothering us:
We could combine the useful with the pleasant: make electricity to resell it.
We don't want to get rich, we want to avoid wasting this energy.
the problem is that we know nothing about it. Is this project utopian or is it in the realm of feasibility?
I wish I had the opinion of people who know it. Thank you in advance.

Your project is quite interesting and feasible provided you have the agreement of the heritage conservation organizations because everything is not "possible" in relation to this but as mayor you must know more about the subject than me!
I think you should contact the ADEME in your region and CLER as well and explain your projects to them: http://www.cler.org/
For example, here is the decree which fixes the tariffs for hydraulics: http://www.cler.org/info/IMG/pdf/joe_20 ... 5_0007.pdf
When we know that the average price of Edf to individuals is 12 c € / kWh subscription and taxes included, we can ask serious questions about the desire to develop renewable energies in France ... but hey ...

6,07 c € / kWh + premium between 0,5 and 2,5 c for small installations + premium between 0 and 1,68 c € / kWh in winter depending on the regularity of production
