Hello,
From what I have read, human excrement is too polluting compared to the treatment capacity of a personal lagoon system.
We therefore use dry toilets to make a compost from human excrement. The lagoon is used only for gray water, namely: dishwasher water, linen, sink and showers.
If you do not want to create dry toilets (because too restrictive) you have to go through a septic tank which provides a pre-treatment of wastewater that you can possibly, then, redirect to your lagoon system.
But beware, this system is very difficult to balance and you will have to perform frequent tests on the resulting pathogenic pollution.
AMHA it is better to limit the use of lagoons to gray water only, especially if you intend to ultimately create a basin to host a biotope.

I think that in this case a good solution would be to make a filtering garden ... still it is necessary to have the surface and the means to implement it (and a little green thumb;)) ... but I not know too much about water treatment ...
