In this kind of negotiations with the automotive lobby, we do not put an official rapporteur to inform the public of the real negotiations. I think when a big builder says "I'm going to kick x employees out" (unemployed) the corresponding government squeezes its buttocks to limit the damage. Kyoto is to keep journalists busy.

On the other hand, it is one for the Government which loses the trace of "transport energy" and can no longer tax it excessively, and a big one for the oily ones because the hybrid divides the consumptions by 3 roughly.
