Air pollution from the largest illegal dumping of tires Spain

by moinsdewatt » 14/05/16, 22:12

In Spain the largest tire dump is on fire.

The fire at the largest unauthorized tire dump in Spain continues on Saturday 14 May in Seseña, emitting a thick cloud of toxic black smoke. Here, two inhabitants of this locality in the province of Toledo, with anti-pollution masks on their faces, await their loved ones to evacuate the premises on May 13.

Finally, how did Spanish policies allow as many tires to accumulate as that ... in a wild way ... so illegal ???

It is certain that this fire will change some laws ... whether at Spanish or European level!

Yes how? Because it is certain that the local authorities knew of its existence!

What is completely ridiculous is that this landfill should have been valued. An important "deposit" of recovered rubber has been lost ...

Very pitiful regional management.

When we want to get rid of an annoying thing ... we set it on fire ... and then we make the necessary laws so that it does not happen again!

QED!

While in France we know very well how to recycle tires:

320 tonnes of used tires collected by Aliapur in 000

AFP 10 May 2016

A total of 320 tonnes of used tires were collected in 000, announced Tuesday Aliapur, the main body responsible for their collection and recycling, which regrets that distributors escape the eco-contribution. “2015 tonnes is a record” and “that represents more than 320 million tires,” said Hervé Domas, Aliapur's general manager, during a press conference. The target for 000 is 42,3 tonnes.

Aliapur, which brings together tire manufacturers and distributors, aims to collect a tonnage equivalent to 100% of sales for the previous year. "This year, the collection represented 102% of the sales of our members because there are people who put tires on the French market without declaring them", lamented Serge Bonnel, President of Aliapur.

This concerns in particular tires purchased via websites abroad and distributors who only declare part of their sales. "We do not have a precise figure on the volume of this cheating, but we imagine that it is around 20 tonnes," said Hervé Domas.

For a passenger tire, the contribution to collection and recycling paid by the consumer represents 1,25 euros per tire, said Serge Bonnel, who would like to see the invoices mention this eco-contribution to go towards more transparency. Aliapur represents around 85% of sales in France, the rest being mainly managed by France tire recycling (63 tonnes collected in 000).

In 2015, the tires collected by Aliapur were reused as tires (16,5%), recycled (aggregates, sorting of metals) up to 40% and the rest (43,5%) was used as fuel, mainly in cement factories. In accordance with a decree published in August 2015, reuse (sale of second-hand goods abroad, retreading) must be favored, then recycling in other materials and, lastly, energy recovery, that is to say use as fuel.

Among the volume used as fuel, some 127 tonnes were shipped abroad to cement factories, mainly in Morocco (000 tonnes), Germany (69 tonnes) and Switzerland (500 tonnes). Tire recycling gives rise to multiple uses, in particular for coating urban parks and stadiums, but Aliapur is always looking for new outlets.

The road surface has recently been abandoned by construction industry players, but Aliapur is betting on the integration of tire aggregates in construction materials with sound and thermal insulation capacities. Among the other avenues explored, the manager cited carpets in animal husbandry and a device to be placed in gutters to avoid standing water and thus fight against diseases linked to the presence of mosquitoes.

to avoid that anyone stupidly destroys by fire it is necessary to give a positive value to the waste ... with a positive value it is no longer waste but material that we sell so as not to lose them

currently the tires have a negative value ... the pros have to pay to get rid of them legally ... so that encourages them to get rid of them in a wild dump or to burn them anyway

if there were a little more good gasifier we would understand that the tires are a good fuel mixed with wood, and without pollution! unlike the combustion of tires alone

the real crime is not to disseminate the right solution ... the big recycling companies participate in banning everything to have their privileged market

Yes we know, but at what price ... for the consumer?

It's like waste oils: taxes, taxes, even taxes for garages or tire fitters ... so for customers ... so for you and us ...

Aliapur imposes taxes for the collection and then makes second money in the recovery ... Something is wrong with me!
Suez and others are doing the same ... very lucrative recycling activities so ...

About tire combustion:

Used tires used as fuel have a high calorific value, very
not very variable according to the samples taken within the PL and VL deposits, and comparable to
that of coal and petroleum coke.

In addition, the particularity of PUNR is their low sulfur content (around 1,3%,
equivalent to that of coal) in comparison with sulfur levels for coke from
oil which can vary greatly depending on the source of the fuel, and can reach
6%, requiring smoke treatment (to reduce SO2 emissions so as to
respect the emission limit values).

Taking into account the elements of analysis of the PCI,% carbon and biomass share, the factor
of the PUNR emissions calculated is around 59 t CO2 / TJ for used VL tires and
43 t CO2 / TJ for used PL tires, 45% less than petroleum coke and
coal.

Thus, tires not only provide an intake of calories equivalent to
that of petroleum coke and coal, but reduces emissions
of fossil CO2 significantly due to their biomass fraction (up to
45% of combustion emissions in the case of a 100% substitution of the
coke from used tires)

Other info:

The tires have a high calorific value: around 24 kJ / kg.

1 kg of tire is therefore 24/36 = 0.67 L of fuel oil at 0.6 € / L

1 Tonne of tire is 3 to 400 € of energy savings for Aliapur customers ...
For 330 Tons it is at least 000 * 300 = € 330 Million in the pockets of Aliapur + Collection taxes ...

Recycling is profitable :) Well, it's always better than an open dump that blazes for days ...

Necessarily at 100M € per year (see the calculation I just asked), they want to keep their business ... so influence the laws to get there ...
