Auto electric: the state is accelerating

The government is betting on 2 million electric vehicles in 2020. It wants to install 4,4 million charging stations by this time, for a total investment of 4 billion euros.

The State wants to place the French electric car in pole position. "We will be the first country in Europe to offer electric vehicles to the general public at competitive prices," Jean-Louis Borloo, the Minister of Ecology, said on Thursday during the launch of the national plan for the development of these vehicles.

He sees it as an opportunity for French manufacturers to "take a considerable lead over their competitors". Objective: a fleet of 2 million electric and hybrid rechargeable vehicles in 2020, and 4 million in 2025. To reach these volumes, none of the stakeholders “can take the risk alone, but if all the players take it at the same time time works, "said Jean-Louis Borloo.

To initiate demand, the State is relying on corporate fleets. In partnership with several public or private companies (such as La Poste, EDF or Veolia), but also State services and local authorities, he will orchestrate the purchase of 50 electric utility vehicles over five years. These calls for tenders will then make it possible to reach a fleet of 000 models in 100.

At the same time, an ecological bonus of 5 euros is planned in theory until 000 to stimulate the acquisition of around 2012 electric cars (half bought by the fleets, the other by consumers). The purpose of this device is to partially offset the additional cost of the electric battery (around 100 euros). It should be extended after 000, according to the entourage of the Minister of Ecology.

But for these models to reach the general public, it is also necessary to install charging infrastructure. Nearly one million sockets are planned for 2015. 90% will be installed at home or at work, to which will be added 75 “shared” terminals (roads, parking lots, etc.). In 000, the government is targeting 2020 million charging sockets (including 4,4 shared).

125 million in the Renault battery factory

These infrastructures will represent an investment of 4 billion euros by 2020. Of the 1,5 billion intended for shared terminals, 900 million will be financed by the national "big loan". The government is counting on local authorities and private actors having a parking place (service stations, hotel chains, etc.) to supplement this sum. At the same time, 2,5 billion will be spent by private companies to install terminals at home and at work. In addition to this, there is an additional 750 million euros devoted to strengthening the electricity distribution network. The State will therefore ask ErDF (EDF group) to create a subsidiary dedicated to infrastructure.

Finally, the State, which wants batteries and electric cars to be built in France, will invest via the FSI (Strategic Investment Fund) 125 million euros in the project of a Renault battery factory in Flins , out of a total budget of 625 million euros. The purpose of this site is to supply all manufacturers. "Getting batteries there is one of the options studied by PSA Peugeot Citroën," said his boss, Philippe Varin, who also negotiates with the brands GS Yuasa and Zebra, which equip his current prototypes. The government also plans aid of 150 million euros to produce electric cars at the Renault factory in Flins. This amount will be drawn from the envelope of 250 million subsidized loans planned to promote the industrialization of electric cars.
