Japan is going through a birth crisis and a much bigger papy boom than in France, eventually if measures are not taken, the population should drastically decrease in the coming decades (which I think would be an excellent thing, but hush! you must not say).
The government is only putting in place measures to alleviate this problem (the efficiency will certainly be low).
