In 2005, the French agency for environmental and occupational health safety had caused discontent by its clear position in favor of mobile operators, declaring that their installations posed no risk to human health.

Today appears a more nuanced report where this same agency admits (finally!) That the lack of perspective does not allow to exclude the risk and that precautions are necessary.

Radiofrequencies: updating of the expertise relating to radiofrequencies, Afsset recommends reducing exposures.

Faced with the uncertainties Afsset considers that action should be taken and makes the following recommendations: develop research, to remove the uncertainties that remain and keep watch for new signals that would emerge; reduce public exposure.

The Afsset report highlights the existence of effects of radio frequencies on cellular functions, reported by a dozen experimental studies considered by Afsset to be indisputable. However, no mechanism of action between radiofrequencies and cells for non-thermal exposure levels has been identified to date. Likewise, the level of epidemiological evidence concerning the excesses of certain tumors remains very limited. Conversely, a large number of studies do not report any particular effect. All in all, the level of evidence is not sufficient to accept as damaging health effects as definitively established. For Afsset they constitute undeniable signals. Faced with these uncertainties, Afsset considers that action should be taken and makes the following recommendations:

Develop research, to remove the uncertainties that remain and to be on the lookout for new signals that would emerge.

Afsset recommends prioritizing epidemiological studies, as well as studies on reproduction and child development, and replicating studies that show biological effects. It recommends paying greater attention to methodological aspects, and, in particular, refining the characterization of population exposures, starting with that of children. It highlights the delay in understanding health effects concerning the frequency bands below 400 MHz and those above 2 GHz, which correspond to occupational exposures. Other hypotheses are invalidated by this expertise (permeability of the blood-brain barrier, risk of acoustic neuromas, effect on melatonin ...).

Reduce public exposure.

This reduction potential exists with regard to exposure to radio frequencies. Priority goes to the mobile phone, which is the primary source of public exposure. The intelligible display of the specific absorption rate (SAR) would make it possible to favor the least exhibiting mobile phones. In addition, Afsset recommends looking for the few points in the territory where the radiofrequency wave levels are significantly higher than the average, mapping them and proposing a procedure to reduce the levels. This approach is part of an environmental logic, where, as soon as an exposure can be reduced, it must be considered.

The expertise led by Afsset is unprecedented both by the exhaustiveness of the publications analyzed and by the innovative method and approach developed in order to achieve it. The expertise identified 3 references. The work brought together various schools of thought from scientists, stakeholders and whistleblowers, notably through hearings. The humanities have been taken into account in the expertise process. Finally, for the first time an observer from the associative world will have followed all of the debates.
