These formal behaviors are not exclusive to the Japanese.
Out of curiosity, I came across this table:

On this table the behavior seems indeed formal and exclusive ...

1) It's not very long: reception of models from September 2014; registration from September 2015.

2) "Euro VI" means a set of standards. Euro VI for petrol cars will not be exactly the same as Euro VI for diesel cars!
3) But that will not change much, since it is the registration of new cars. The ancients continue to drive as long as they pass the technical control.
There are 38 million cars in circulation in France.

About 1,75 million new cars were registered in 2013, 4,5% of the fleet whose emissions have fallen - they are not zero. So probably not much more than 4% decrease in emissions ...
I imagine what the initiators of this thread would write if we made suddenly the renewal of all vehicles.

I said Euro VI for all vehicles, including the millions of TD / TDIs who are 20 years and older. The catalytic converter, the FAP, the AD Blue can be installed perfectly on old vehicles. Euro VI petrol also gives a limit on particle emissions.

We point the finger at the tourist coaches and the 4 x 4 but most of them are Euro VI. Example with the SNCF TER coaches. The Dacia Duster which is the (best selling) 4 x 4 in France is at least Euro V.

This would not solve the problem, but would significantly decrease it!
For particles we go from 140 to 4,5.
These are the most dangerous.
But if this source is, on average, only part of the problem, that would be clearly felt. Especially in cities and along highways and urban outskirts where this is the main problem!
