France.fr, the story of a debacle
An "operational relaunch in the second half of August": this is the objective set by the Government Information Service (SIG) for the France.fr site, which has been down since its official launch on July 14th.
This "portal to France" was presented last week as an entry point in five languages for tourists, foreign investors or expatriates, and should also offer links to various public services. But just a few hours after it was put into service, the site, "built in twelve months thanks to the work and enthusiasm of young and innovative French SMEs" (PDF), broke down. The fault, then explained Thierry Saussez, the head of the SIG, to too much traffic on the site, with 25 connections.
(for info: 25 connections if it's not simultaneously it's NOTHING AT ALL ... And I don't think it is because rare are the sites which have such traffic except google, facebook, youtube .. .but with "regionalizations"!
An explanation that makes Yoran Brault smile, specialist developer of Drupal, the CMS (site management system) used by France.fr. "A site of this nature that 'goes down' with only 25 connections is very little. Even with double the number of visits, that would not explain such a failure." Drupal is used by several high traffic sites, including, in France, the information sites Rue000 and Mediapart, for which Yoran Brault is developing optimizations.

CHANGE OF HOST
For the GIS, the problem encountered by France.fr comes from the servers, and therefore from its host, Vert2all, a subsidiary of the Cyberscope company specializing in "green" IT, with a labeled data center in a " semi-buried secure troglodyte concrete bunker ", according to the description made by the SIG. After launching an audit and announcing a doubling of the number of machines dedicated to the site, the SIG announced Thursday that "it is probable [that it will have to], despite the summer period and taking into account the administrative and regulatory constraints specific to public contracts, change host ".
With an overall budget of 1,6 million euros, the site had been the subject of a call for tenders. Can the government suddenly change host? Yes, explains Marc Richer, lawyer specializing in public procurement. "The public person can always terminate a public contract for fault", he explains. "In the case of a site that has been the subject of a major promotion campaign, an accelerated procedure for the award of a new public contract is possible, but it will still take two weeks."

PUB OFFER
The company OVH, one of the main French hosts, took the leap, and offered Friday to host the site free for a period of one year. The company, located in Roubaix, claims 80 servers in its data centers. Its offer looks very much like a "publicity stunt", but Octave Klaba, its founder, considers that "it is important that France.fr is hosted in France, via French companies". OVH did not participate in the initial call for tenders, the company specializing in the supply of "data center resources 'within the hour' and at the best prices", explains the CEO. According to the calculations of the company, which does not have all the elements of the specifications, hosting a site like France.fr would cost around 000 euros per month.
