Ségolène Royal offers 3 000 megawatts over three years in French solar

Minister of the Environment Ségolène Royal launched Wednesday 24 August a tender for 3 000 megawatts of ground-based solar power plants in six installments over three years. What give the hexagonal sector unprecedented visibility and long claimed.

Horizon clear for French solar. A call for tenders for 3 megawatts (MW) of ground-based solar power plants over three years was launched on Wednesday August 000 by the Minister of the Environment, Ségolène Royal. "The new expected capacities are divided into six application tranches of 24 MW, each spaced six months apart. The projects will therefore be carried out from 500, and until 2017", details the press release published by the ministry.

This call for tenders, announced at the end of June by the Minister, is part of the development trajectory of photovoltaic energy planned in the framework of the energy transition law passed a year ago. Some 10 200 MW cumulative facilities are targeted for 2018 and 18 200 to 20 200 MW for 2023. Another call for tenders is expected concerning the installations on the buildings. It should cover a volume of 450 MW per year for three years. Today, photovoltaics in France totals a little more than 6 000 MW installed.

The Renewable Energies Union (SER) welcomed this launch. "This call for tenders responds to a repeated request from the SER. It will bring visibility to the entire sector over the entire value chain", declared Jean-Louis Bal, president of SER, and Arnaud Mine, president of SER-SOLER - the branch of SER dedicated to solar energy - in a press release.

Radical turn

This multi-year call for tenders represents a radical departure from the situation that prevailed until now. Since 2011, only three tenders for large ground-based power plants have been launched. Above all, they were not programmed and the second and third tenders have long played the Arlésienne, putting a strain on the nerves of the sector. Especially since the volumes did not exceed 500 MW each time. Candidates rushed in droves, posting a volume of offers several times higher than that of the call for tenders.

The sector has been asking the government for years to give it more visibility with multi-year calls for tenders. In particular, a minimum volume of 1 megawatts per year was requested by the SER. The minister repeated these demands, satisfying the SER, which nevertheless maintains its pressure. "We are now impatiently awaiting the launch of the second call for tenders dedicated to building installations," concludes the union's press release.

Photovoltaic: continued decline in new installations in first half (France)

With 336 megawatts (MW), the power of the photovoltaic installations commissioned in the first half of 2016 "is down compared to the first half of 2014 and 2015", notes the Observation and Statistics Service (SOeS) of the ministry of the Environment which publishes this Friday August 26 the Photovoltaic Solar Dashboard for the second quarter of 2016. The drop reached 14% compared to the first half of 2015 (389 MW) and 19% compared to that of 2014 (414 MW) .

The figures for three months are not better. Some 154 MW were installed in the second quarter 2016, a decline of 15% compared to the first (182 MW), 7% compared to the second quarter 2015 (166 MW) and 29% compared to the same period in 2014 (217 MW).

The power of the French solar photovoltaic park amounts to 6.911 MW at the end of June 2016. The SOeS indicates that the power of projects in the queue is stable, with 2.141 MW recorded at the end of June 2016. However, it notes a slight clarification for projects with a signed connection agreement. As a result, "the power of the projects to be connected in the coming quarters (…) is on the rise again (+ 5%) after several consecutive quarters of decline".

On the production side, the SOeS notes an increase of 12% in the first semester 2016, compared to the equivalent period of 2015. It was established at 3,8 terawattheures (TWh) and accounted for 1,5% of French electricity consumption, compared to 1,4% a year earlier.

For ten days, the peaceful sheep inhabitants of the photovoltaic farm of the woods of Bassens saw circulating a strange machine on their territory. A panel washer with its articulated arm and silk fringes has patiently cleaned the 770 000 m² of photovoltaic panels in the Saint Martin installation. At the wheel of the machine, Franck carefully monitors the good inclination of the arm to make cleaning as efficient as possible!

For five years, this is the first time that such a project is organized in St Martin, and it was not luxury: in places, small plates of lichen had even taken place. Further on, Éric Pennone, head of the Voltnet company, is waiting for the right moment, the good sunshine, to make his measurements: "With this cleaning, it's almost 3% gain in efficiency that will be recovered for energy production!" He explains. Normally, this cleaning should be done once a year, so this first passage of the washer will do good to the output of the photovoltaic farm Saint Martin: it will however come back soon because some panels could not be cleaned because of the ditches who prevented his passage! Unique in France, this funny machine travels throughout the country in the spring so that photovoltaic installations are sustainable and do not lose their efficiency for a simple cleaning problem not planned at the time of installation!

The article in question dates a little .....

The purchase price EDF Solar Purchase Bond is no longer 0,56 € per kWh, but 0,23 € in the first quarter 2017 (and 0,12 € if placed above the roof).
There are no more subsidies or facilities tax credits.

But the EDF electricity price has gone from 0,1058 € per kWh to 0,16 : Evil:
