Yes, the PC consumes less than when it is fully active, BUT it still consumes a lot more than when it is switched off.
See what happens to the TVs: The tube is no longer lit, the speakers no longer work, the TV does not turn on when you press the volume buttons on the remote control, and yet it consumes 5- 10W.
It's the same principle for the PC ... except that it is worse ... The 2 or 4 GB of memory are powered, the mouse and the processor are powered to check that no one clicks ...
