Linky electricity meters, presented as "smart" meters, do not emit a higher electromagnetic field than old meters, according to a new series of measurements carried out by the National Frequency Agency (ANFR), published Thursday.

The ANFR has carried out a new series of measurements, in the laboratory but also for the first time in the homes of several municipalities, on these meters which arouse suspicion among a part of the general public, a study which allows the Agency to "have in situ measurements," its director, Gilles Brégant, told AFP.

"The measurements we have taken in the homes have confirmed those carried out in the laboratory, with a weak electromagnetic (field), almost of the same order as that of the old meters and which corresponds to everyday electrical objects", specified Mr. Brégant . According to the measurements taken by the ANFR, the Linky meter emits between 0,25 and 0,8 volts per meter (v / m) at 20 centimeters from the meter, the level decreasing rapidly as one moves away from it.

Such levels are between 150 and 350 times below the regulatory limit of 87 v / m, specific to the frequency band used by the meter, said the agency. A low level is explained by the fact that the information provided by the counter is sent to a hub, located in the transformers of the neighborhood, via the powerline communication (PLC) along power cables, and not by radio waves, such as mobile phones or WLAN.

"There was bad information on the subject, Linky is presented as a very powerful and intelligent device, which is not the case in its basic version, it only becomes so when the module is added. allowing the control of connected devices in the home, but this is only done on a voluntary basis and has not yet been deployed, ”explained Gilles Brégant. "This is a subject which is one of the concerns of our fellow citizens, so we will continue to take measurements on the various existing meters", concluded the director of the ANFR.

Enedis (ex ERDF), a subsidiary of EDF responsible for the management of low and medium voltage network, launched in December last year deployment in all French homes of communicating electric meter Linky, a vast project that will last six years. In late May, just over 870 000 counters were deployed on the 35 million that should eventually equip all French households.

This "smart" meter makes it possible to avoid the need for a technician to go to read the meters: consumption is measured in real time and transmitted once a day to the electricity supplier, allowing more precise billing than that based on estimates . But its detractors question the reality of its benefits, in particular the hoped-for gains in electricity consumption. Others are worried about the possible health risks associated with the electromagnetic waves emitted by the meter.

Dordogne: a village condemned for a resolution refusing the Linky meters

14th October, 2016

The Bordeaux Administrative Court suspended on Friday municipal deliberation of a village in the Dordogne, Montferrand-du-Périgord (160 inhabitants), who refused to install electricity meters Linky, ordering him to pay 1.200 euros in court costs.

Stéphane Lhomme, member of the "Stop Linky" collective, which opposes the deployment of these so-called "smart" meters, denounced "the fact that the administrative court of Bordeaux is the only one in France to punish the municipalities which have taken deliberations municipal authorities against Linky meters by condemning them to extremely heavy financial penalties for small towns ".

This group identified 268 municipalities, Caen and Saint-Denis, having taken proceedings against these counters, which give rise to some concerns about privacy and health because they emit electromagnetic waves, which refutes Linky .

A dozen interlocutory proceedings were held in France, resulting in the suspension of proceedings pending judgment on the merits. Only two villages of Dordogne, Montpeyroux and Montferrand-du-Périgord, have so far been sentenced to pay 1.200 euros for legal costs, says Lhomme.
Dordogne Prefecture, absent at the hearing Monday unlike Enedis company (formerly ERDF, a subsidiary of EDF responsible for deploying the Linky meters), had assigned emergency before the Administrative Court of town, to which it had been claimed 4.000 euros for reimbursement of legal fees.

"We expected the suspension given the judgments that have been taken in recent months, but we hoped for a symbolic sum," a Montferrand-du-Périgord municipal councilor, Patrice Delègue, told AFP.
The suspension of the deliberation relates in particular to the fact that "the municipal council takes a decision that only the mayor is authorized to take", according to Mr. Delègue, who represented his village at the hearing. "We are attacked on a flaw in our expression," he regretted.
In a statement posted on its Facebook page, the municipality of Montferrand summed up: "Montferrand has been condemned (...) Montferrand will pay (...) Montferrand is disappointed".
For the municipality, these sentences of 1.200 euros are "intended to intimidate the municipalities which would like to build a deliberation legally more solid than ours".
"It is the smallest municipalities which are prosecuted urgently, the large ones have the means to defend themselves. It is really a strategy of intimidation", affirmed Mr. Lhomme.
Friday Enedis declined to comment on the court decision.

Montferrand deplores that these "1.200 euros, as in any budget (family for example) will penalize the most qualitative actions of the municipality (educational projects of the school, cultural associations and the library)".

Over 3,8 million Linky smart meters "have been deployed"

Deployed since December 2015, it is more than 3,8 millions of intelligent electricity meters - of their small name Linky - that are now installed in French homes. The device makes it possible to dematerialize the exchanges with the users and encourage the transmission of data - notably thanks to the dedicated EDF application.

According to the latest press release from Enedis (EDF subsidiary), meters should continue to multiply, from 18 000 to 19 000 devices installed per day. At the end of the year, the group hopes to reach a cruising rhythm of 35 000 counters. End 2021, the Hexagon would count 35 million counters.

Enedis can not shut off electricity in case of unpaid. The procedure foreseen by the energy commission obliges Enedis to have a technician move.

Logical Forecasting: Once the linky meter is deployed sufficiently, remote disconnections for unpaid debits will be allowed as there is no reason to call a service technician.

One can therefore expect a system of automatic limitation / shutdown as soon as the 1er day of unpaid history to put pressure on households in difficulties.
