According to David Carslaw, an air quality specialist at King's College University, the concentration of nitrogen dioxide (NO2) emitted by the exhaust pipes of diesel vehicles is exceptional.
The annual average concentration reaches 135 micrograms per cubic meter, three times the maximum authorized by European standards. "To my knowledge, it's the highest level in the world," says Carslaw.

Tuesday July 29, London decided to react. Its mayor, the thunderous Boris Johnson, announced the creation for 2020 of an “ultra-low emissions” zone in the downtown area. Objective: to drive out the vast majority of diesel vehicles. "Improving air quality is an urgent challenge," said Johnson.
He plans to charge very dear for old diesel vehicles that want to enter the city center. Since 2003, there is already an urban toll, currently 15 euros per day, for all vehicles entering this area. From 2020, Mr. Johnson wants to double this amount for diesel that does not meet the new pollution standards. A price which should be sufficiently dissuasive to repel the vast majority of private cars.
This measure will concern diesel vehicles which will not comply with the so-called “Euro 6” standard. This standard, intended to reduce emissions of pollutants, particularly nitrogen dioxide, will come into force in September throughout the European Union. Clearly, all cars sold beyond this date will not be affected by the doubling of the urban toll.
At the same time, Mr. Johnson announces that by 2020, all buses will have hybrid or fully electric engines. As for taxis - which run on diesel - they will have to run on electricity on the most polluted roads, such as Oxford Street.
If Mr. Johnson has decided to act against pollution, it is because there is an emergency. Last year, the British Supreme Court convicted the government for failing to meet nitrogen dioxide standards. In February, the European Commission decided to take the United Kingdom to the European Court of Justice.
However, London has little to do with Mexico City or Beijing, where pollution is much higher in terms of fine particles or carbon monoxide. The air has greatly improved since the disappearance of coal heaters, responsible for the famous smog, the fog that characterized London until the 1950s. But the city has a specific problem concerning nitrogen dioxide.
CONSTANTLY INCREASING POLLUTION
The explanation is found in the fight against another pollutant: fine particles, extremely harmful to health. To burn them better, London buses have been equipped with technology that produces an excess of NO2. This improved their combustion but caused another pollution. "All in all, it's probably a good choice, because fine particles are more harmful to health than nitrogen dioxide," said Carslaw.
NO2 pollution is particularly severe in streets like Oxford Street, where many buses pass. But, in the rest of the capital, it is not much better, especially since traffic is constantly increasing, despite the implementation of the urban toll.
So much so that there have been many criticisms of the ultra-low emission zone project. Elected officials and associations believe that Mr. Johnson does not go far enough.
