According to the media, the drones used when flying over sensitive sites was not a simple gadget available in shops, hence some concerns.
On the other hand as regards the Parisian overflights it would be a question of small models available for sale, without certainties however ...

for those who make model aircraft, do not put a camera or camera on your machine, otherwise you will fall under "drone" regulations!

Malicious drones: new parades tested by the state by the end of March
While several suspicious drone flights were seen in the night from Tuesday to Wednesday in the Parisian sky, bringing to sixty the number of prohibited overflights observed since last October, experts from the General Secretariat of Defense and National Security (SGDSN ) explore all the displays to combat this phenomenon.
Taking the affair "very seriously", this structure, dependent on the Prime Minister and accustomed to the practice of secrecy, seeks in particular effective means of detection and neutralization. From this month of March, an experimentation campaign will be launched to experiment with new detection tools, using passive or active radars in particular oriented above built-up areas and sensitive sites. "For the time being, the security services are not sized to cover the atmospheric zone between 50 and 100 meters above sea level," says the SGDSN, where it is conceded that there is a "hole in the racket. "
A one million euro tender

Decided to make up for the shortcomings of the regulations in force, the State envisages that drones will now be subject to registration, compulsory insurance and that they will carry a “chip” and a transponder allowing them to trace their trajectory in the monitored airspace. The difficulty will then be to intercept self-programmed unmanned aircraft, such as those which, it seems, flew over Paris and whose radar frequencies cannot be located.

The SGDSN, which submitted a confidential report on January 30 to the Prime Minister, is therefore working on various means of neutralization. In the coming days, experts will test “among the most mature solutions” sophisticated jamming systems, “GSP decoy” as well as “material jets”, in particular using water cannons. Reflections are also being made on the use of lasers as well as on a system of “voluntary breakdown” of vehicles flying when approaching prohibited areas.

At the same time, a call for tenders, endowed with a million euros, was launched on December 18 by the National Research Agency (ANR) on behalf of the SGDSN to identify other processes innovative. No less than 23 projects in the running will be examined at the beginning of next week and the successful applicants will be announced within ten days.
A devastating psychological effect

"Even if the" small "drones, whose weight is less than 150 kilos, are a priori harmless, we are extremely vigilant," insists the SGDSN, who adds: "the specter of spreading toxic products in the atmosphere, even if they are completely harmless in the open air, would have a devastating psychological effect on the minds of the public. ”

In addition to better consistency in taking into account this worrying phenomenon managed both by Matignon and by the Ministries of the Interior and of Defense, the public authorities are also considering tightening the sanctions targeting malicious users.

"The evolution of the legal framework should not, however, ignore the potential for development of a booming industry in which France is a pioneer," warns SGDSN, which says it is concerned "not to weigh on this sector is emerging excessive regulation ”. Made up of 1200 professional operators providing 3000 direct jobs in France, the drone market represents a turnover of more than 100 million euros per year.
