Budget 2011 presented this morning, a big ax in sustainable investments ...in red below.

For households


- Home employment: The government wants to do away with the 15-point reduction in employers' social security contributions offered to households declaring their employees at real wages.

- Real estate: The tax credit on loan interest, the flagship measure of the 2007 "tax package", is disappearing in favor of a new extended zero rate loan, reserved for first-time buyers.

- Marriage: The government will end multiple income tax returns in the year of marriage, civil union, or divorce.

- High incomes: They are used in pension reform, by raising the marginal rate of the upper income tax bracket (to 41%), increasing contributions on stock options, removing the tax credit on dividends received by shareholders, or even an increase in the tax on retirement pensions.

- Plan cut of 10% on 22 niches: These are niches that reduce income tax by making an investment choice. This concerns, for example, the tax credit on equipment for sustainable development, the tax reduction for certain overseas investments or rental investment in new buildings ("Scellier" device).

- Photovoltaic: The tax credit on solar panels is halved from Wednesday, September 29.

- Health insurance: Medicines reimbursed at 35% will only be reimbursed at 30%, and the rate of treatment of medical devices will drop by 5 points.

At the hospital, currently, patients pay 20% from their pocket on procedures up to 91 euros. The 2011 budget plans to raise the threshold from 91 to 120 euros.

The budget also tightens the conditions for the care of patients with long-term conditions (whose care is reimbursed at 100%).

Finally, the resource ceiling to benefit from Aid for the acquisition of complementary health insurance (ACS) will be raised in two years.

For companies:

- Insurance: Certain tax loopholes, notably affecting complementary health and life insurance, will be reduced by 3,55 billion euros in 2011 to finance social debt.

- Telecoms: Offers combining television, telephone, internet, such as "boxes" or certain mobile packages, will now be subject to 19,6% VAT on the entire bill, against 5,5% previously on half of the note.
Two of the main operators (Orange and Free) intend to pass this VAT increase on their invoices.

- Employee savings plans: The government will increase the social package on profit-sharing and participation from 4% to 6%.

- Charges: As part of the pension reform, the government will modify the calculation of general relief from employer charges, with an annualization which will bring 2 billion euros to the State.

The rate of the employer's contribution which finances the occupational accidents branch of Social Security will be increased by 0,1 point.

- Bank tax: A tax on banks will target their most risky activities.

- Catering: The government will remove the exemption from benefits in kind offered to restaurateurs who feed their employees.

- Pharmaceutical laboratories: An increase in the special contribution from laboratories is envisaged, as well as a drop in the prices of medicines.

Already high, the country's public deficit has widened further as a result of the crisis. It is expected to reach a record level of around 7,8% of gross domestic product (GDP) by the end of the year.
