Natural Gas Vehicle: 8 Projects Supported to Deploy 2 100 Vehicles and 100 Stations

Eight projects developed by communities and companies to deploy vehicles running on natural gas, less polluting than diesel, and supply stations have been selected and will obtain public funding, announced the government Thursday.

In total, the eight winners of this call for projects, launched in 2016 under the auspices of the French Environment and Energy Management Agency (Ademe), are to install in France in the next four years. 100's new natural gas vehicle (NGV) supply stations and put into service more than 2 100 heavy duty equivalent vehicles dedicated to the transportation of goods, details a statement.

Natural gas (CNG) is not yet widely distributed, but it can replace diesel, much more emitter of fine particles. It is also cheaper, although vehicle models are more expensive to buy. Its potential is important in the road transport of goods and people (buses, coaches, etc.).

France currently has 38 public stations and a few thousand heavy goods vehicles in circulation. State support aims to "boost a decisive dynamic in order to achieve European and national ambitions of alternative fuels", specifies the government and Ademe in their press release. The French law on the energy transition voted in 2015 provides that 3% of heavy vehicles run on natural gas in 2023, a tenfold increase in fuel gas consumption.

Total will ensure the construction and operation of the largest natural gas vehicle service station (NGV) in France, in Gennevilliers (Hauts-de-Seine). The gas company also announces that it will allocate 100 million euros in its investment budget at the opening of 110 CNG fueling points by 2022.

Total announced on Tuesday 13 March want to build and operate the largest French gas station for natural gas for vehicles (NGV) in Gennevilliers (Hauts-de-Seine). This announcement follows a bid for Sigeif Mobilités won by Total. The company is therefore entrusted with an operating license for 10 years which covers the marketing and maintenance of the site.

The station, intended for trucks, will be located on a logistics platform at the port of Gennevilliers. Work should begin this fall for an opening in the spring 2019. The station will have four pumps supplying only CNG and will be open 365 days a year, 24 hours on 24. The company has released a preview of the future site in computer graphics (see video below).

"NGV remains to this day the only alternative clean fuel meeting the current economic and operational constraints of transport and mobility professionals in France," the company said in a statement. Total has also committed that at least 10% of volumes marketed be of renewable origin (bio-GNV).

An objective of 25 stations per year

In 2022, the French gas company also wants to operate 110 refueling points. To achieve this goal, it should invest 100 million euros and open 25 stations per year. To date, Total has only eight NGV stations in France.

In total, according to GRTgaz, France would count 43 public stations supplying NGV, apart from private stations that may be available to certain companies or local authorities. A still limited network which is explained in particular by the reluctance of carriers but called to grow. According to GRTgaz, 250 public stations are already planned for 2020.

GNV and bioGNV: nineteen winners for the Ademe call for projects

Fuel gas confirms its development

While the fleet is still modest, the registrations of heavy vehicles running on natural gas for vehicles are progressing rapidly in France. The sector, supported by several incentive mechanisms, benefits from a network of denser fueling stations.

Presented at the 15 February in Paris by the French Agency for natural gas for vehicles, the figures of the CNG industry are in good shape in road transport. After a growth in registrations of 78% last year, the gas-powered fleet now has 2.282 vehicles of more than 3,5 tonnes.
As for public stations distributing compressed natural gas (CNG), liquefied natural gas (LNG) or both, its network now has 123, of which around 70 are accessible to trucks. "With the opening of around 250 new NGV stations this year, the industry confirms its objective of 2020 refueling points in XNUMX," said Jean-Claude Girot, President of AFGNV.

Incentive mechanisms

2018 saw the consolidation and extension of support programs in favor of the sector, aimed at carriers for own and public account. These aids cover fuel "with the freezing of TICPE at the 2017 rate for five years offering visibility until 2022. In addition, like other fuels, gas benefits from the total recovery of VAT", recalls Véronique Bel, Mobility Director at GRDF.
Side vehicles, the ovamortization was extended by the last finance law until 2021 and its rate is now depending on the type of vehicle: 40% for more than 16 tons, 60% between 3,5 tons and 16 tons, 20% for the utilities of 2,6 to 3,5 tons. The cost of registration is subject to partial or total exemption. Local and private support

To these national measures are added initiatives launched by several local authorities for the purchase of vehicles and the creation of stations. There are seven on the territory completed or carried by local energy unions.
Professionals are not left out, like the agreement signed on January 9 by FNTR and Arkéa mobilizing 50 million euros in loans at subsidized rates to facilitate investment in "clean" trucks.
Associated with Crédit coopératif, OTRE also offers a financing offer called PREVair for its members wishing to equip themselves with "green" vehicles.
Encompassing heavy goods vehicles, buses, coaches and garbage trucks, the fleet of heavy gas vehicles could reach 55.000 units in 2022, according to the AFGNV and 220.000 in 2030, benefiting from a network of 680 stations in three years and 2.000 in 2030. The share of bioGNV could reach 20% in 2022 and 40% in 2030 according to the organization.

Gomselmash also wanted to provide answers to the simplicity needs of these machines, which only work a few weeks a year, while guaranteeing maximum safety and low maintenance costs. The maintenance cost of a CNG vehicle is lower, according to the Belarussian, because of the lower engine fouling, due to the cleaner burning of the gas. It is therefore possible to lengthen the maintenance intervals.

After three dynamic test campaigns, Gomselmash believes it is time to put this machine into production and market it. The additional cost related to this technology would be 15% compared to a diesel machine, which is still interesting considering the savings generated globally.
