USA: Harley-Davidson in the crosshairs of Justice for its polluting motorcycles

AFP 18 / 08 / 2016

American motorcycle manufacturer Harley-Davidson will have to pay a fine of 12 million for selling accessories that make its motorcycles with non-compliant emissions standards, the Ministry of Justice said Thursday.

The ministry accuses Harley of having sold some 340.000 "super-tuners" which increase the performance of its motorcycles but make them no longer meet the pollution standards imposed during their approval. Harley also directly sold 12.000 equipped motorcycles between 2006 and 2008.

Besides 12 million fine, Harley-Davidson will, as compensation, also devote 3 million to replace old woodstoves in local communities in the United States with less polluting devices. This measure is part of a program to reduce emissions, whatever their source, the ministry (DoJ).

"Due to Harley Davidson's preeminence in the industry, this is a very important step to stop the sale of illegal systems that pollute our roads and the air our citizens breathe," said John Cruden, Head of the division for the protection of natural resources at the DoJ.

Pollution: Renault corrects its latest diesel
Eric Eric BergerollePar Bergerolle

Published 05-04-2016 to 19h20Mis update to 19h24A + A-
With this voluntary corrective, Renault diesel engines comply with Euro 6b in force should pollute less in real traffic conditions.
...

The refrain is now known. There is a gap between what the engine of your car uses when it operates in daily use and when placed under the strict conditions of the approval tests. And as the amount of polluting gases and carbon dioxide emitted in the atmosphere is directly proportional to the volume of fuel burned, the counters are panicking and minds of our councilors are heated.

As part of its voluntary approach studied in conjunction with the environmental NGO Transport & Environment, the PSA Group has measured this difference: its Peugeot 308 and Citroën C4 Grand Picasso with 1.6 BlueHDi Diesel engines of 120 hp consume up to 56% diesel in addition announced on trade catalogs. A shift observed in all manufacturers that the Community authorities would like to reduce.

In the turmoil raised by the scandal of deceptive software installed by the Volkswagen Group in some of its diesel engines, no manufacturer untouched by the investigations of environmental organizations. Italy's Fiat, Germany's Mercedes-Benz Renault as the French have all been blacklisted for their levels of nitrogen oxide (NOx) emissions deemed too distant formal values recorded during standardized testing approval.
Renault promises a painless measurement

The January 18 2016, Renault responded to the results of these tests by accelerating the recall of approximately 15.800 copies of the offending Renault Captur dCi. At the same time, the manufacturer considered questionable measured values, because of overly restrictive and not representative of the actual circulation in Europe. At the time, explained that Renault "Engine control calibration error" can lead to a loss of efficiency of the famous NOx trap if disputed.

On April 5, 2016, Renault is extending comparable measures to all Diesel vehicles in production. As of July 1, 2016, the operating range of the EGR exhaust gas recirculation system will be extended, "while maintaining the reliability and operating safety of the engine and the vehicle unchanged under all conditions of use. customer." In addition, the "frequency and efficiency of the purges of the NOx trap filter will be increased, with a more" robust "system, in order to better take into account the diversity of driving conditions."

Renault says carefully that "these combined actions will lead on average, depending on the applications and the type of driving, to a halving of nitrogen oxides in the EGR extension zone." Either way, the driver shouldn't see any difference in terms of power, smoothness of operation. or fuel consumption.

The new models incorporate 6b Diesel Euro Series these developments. Euro Diesel Vehicles 6b existing progressively integrate these developments into production in July 2016. From October 2016, customers already have a diesel Euro 6b vehicle will, in turn, apply for toll of these developments via a passage through the Network. An informative letter will received in the coming weeks. Information will also be available online on the Group's website: https://group.renault.com/vehicules-gro ... n-pratique

Heard the 6 April by members of the mission of information on car offers in France, the boss of the Renault engineering Gaspar Gascon Abellan revealed that all diesel engines of the firm to adopt Losange catalysis selective reduction ( SCR) to fight against nitrogen oxides as of September 2017. Is the official date of entry into force of the Euro 6c for new types approved, by its application in September 2019 for all new vehicles. SCR technology is already in commercial vehicles Renault Trafic and Renault Master.

Renault WW and take the same kind of deceitful speech. They take their customers for oxen. We can not win simultaneously on all fronts, when NOx is reduced at the expense of power and or consumption. Their speech is nonsense, if performance (NOx) power and cons are supposedly maintained ..... so they had their engines originally designed for ... to pollute more than necessary!

Whatever the engine technology employed, NOx and HC are the trends of this form, when you move a parameter the other follows ... not necessarily in a good way and the optimum zone is very narrow.

The European Union responds ...

On the newspaper's website The World Today:

"Dieselgate" Brussels passes the hard way

infringement procedures are launched against seven EU countries. The investigation against France is not fastened.

THE WORLD ECONOMY | 08.12.2016 to 12h01 | By Cécile Ducourtieux (Brussels, European Office)

Exasperated by the inaction of European governments following the "dieselgate" Brussels has decided to move up a gear. Thursday 8 December, she had to launch "infringement proceedings" against seven EU countries for non-compliance with European law on registration of new cars.

The Commission hopes in this way, that capital will finish with the placing on the market of vehicles that go far beyond permitted levels of nitrogen oxides (NOX, a diesel pollutants). And finally they will penalize manufacturers who deliberately (as was the case of Volkswagen) or not, block these broadcasts when the certification tests.

Are covered: Germany, UK, Spain, Luxembourg, Lithuania, the Czech Republic and Greece. France is not in the lot, not because she has done nothing wrong, but because unlike Germany or the United Kingdom has not sent the full report requested by Brussels, following revelations of "dieselgate" by Volkswagen in September 2015. As a result, the Commission services do not have enough material to take a stand.

Letters of "formal notice"

Brussels should send letters of "formal notice" to the seven countries Thursday. They have two months to respond. If they do not comply, or unsatisfactory, the Commission will send a "reasoned opinion". The procedure up to referral to the Court of Justice of the European Union.

What exactly reproaches the Commission to Member States? Of failing to respect European law 2007 (a Directive and a Regulation) establishing the rules for approval of new vehicles. For Greece, the Czech Republic and Lithuania, Brussels tip the absence in the law of these countries with a penalty system builders, in case of cheating or negligence.

For Germany, the UK, Spain and Luxembourg, this is the article 13 2007 of the regulation which has not been met, according to Brussels. This article specifies that in case of infringement (including falsification of the results of emission testing, as was the case for Volkswagen) Member States must penalize manufacturers and sanctions "must be effective, proportionate and dissuasive" .

Review the emissions tests

But in recent months, we are assured to the Commission, Germany was reluctant to "punish" Volkswagen. The Commission also criticized Germany and the United Kingdom lack of collaboration: it calls for months additional information, saying that the reports sent by the two countries in the spring for "dieselgate" are not complete.

Remember, Brussels has the responsibility to define the emissions testing protocols for the registration of cars, but it is the Member States have the responsibility (through their national accreditation agencies) authorize or not the placing on the market of the cars have passed these tests. It is also for them to verify the quality of work of their agencies, and punish the manufacturers they cheat.

And whether the Commission has shown little zeal in the early 2010 years to revise its emissions testing, while obviously they did not allow to accurately measure emissions in real world driving, the States, they have largely closed eye to the practices of their manufacturers.

The reports sent to Brussels by the United Kingdom and Germany show that, if they do not necessarily have cheated as Volkswagen, several manufacturers have also used software blocking NOX emissions at the time of the tests, while these systems are permitted only in exceptional cases.

In Brussels, we also recall that the Commission proposed in January 2016, new laws to regulate the activities of national accreditation agencies and ensure the independence of their technical services vis-à-vis manufacturers. But, to date, their adoption patina: the European Council, member states are slow to seize and the Parliament in Strasbourg, MEPs tabled more than a thousand amendments, some of them completely empty the text substance ...

And to think that for the majority of citizens, Brussels is responsible for all our ills [is unfortunately often the case; but not always, either - the time, the board is still good, as is obviously the case on this issue]!

there surtout- is that if the measurement standards were realistic, corresponding to real use of vehicles, and no NEDC these standards that correspond to nothing, cheating temptation would not even have occurred to exist. It is indeed responsible for these unrealistic standards and their maintenance by the authorities concerned, which must be challenged. If one does not want the child throws candy in the box, you have already avoid trying in the putting under his nose!

I think we had already written:

a) there are hardcore cheating with software or devices that reduce emissions when the act of measuring is detected; This is an intentional fraud manufacturer ...

b) there are "manipulations" aimed at displaying low emissions, significantly lower than they actually are, due to ridiculously "low" standards, which allows measurements without air resistance, with over-inflated tires, no electrical accessories, etc ... It's legal, as long as the prescribed standards are met, even if they are ridiculously "low" ...

For b), it is clearly the authorities who are involved. They are the ones who set the standards. To hope that manufacturers will protest and say "no, no, this is not reality, your tests are too simple!" Is to be naive. Optimizing its results, based on these tests, is a "normal game" for a manufacturer ... as for its competitor!

For a), this is an offense. And there, what the EU criticizes certain countries is for not having legally provided for sanctions! The proof: while the USA, a very liberal country, are in a position to claim billions from VW, in France, we do not know what to do! Ask Ségolène ... Silence! VW is recalling vehicles. But the penalty for having defrauded: nothing! The "country" France, chipped away, has nothing to claim, is not capable of sanctioning! Try not to pay your taxes or just drive too fast! There, criminally, the sanction falls even if you have done no damage!

And what sanctions the state it would be "guilty" for leaving informed standardization misleading to consumers who expected the consumption indicated they could never reach (even by professional drivers) But as is the State, it may, he deceive the people with impunity but not elsewhere accomplices manufacturers as suggesting a virtuous consumption increased sales and premiums paid for it.
It should also be noted that this "fraud" only concerned THE PASSAGE to the NEDC bench, but not on the real consumption widely known and indicated in real situation by car magazines and dealers. hence the question: is it morally more serious to deceive the complicit state or the consumer?

The weather drip pan for cheaters ..... Renault ahead ....

http://www.leparisien.fr/economie/autom ... 133063.php

One year after the Volkswagen scandal with a software allowing to rig pollution tests, the NGO Transport & environment draws up a final assessment on the number of polluting cars in circulation in Europe.

According to data on 230 models from surveys conducted by the French, British and Italian as well as some public databases, approximately 29 million vehicles equipped with diesel engines emit much as the limit.

In fact, more than four out of five vehicles to Euro 5 (sold between 2010 and 2014) produce more than three times the standard set for emissions of NOx (nitrogen oxides) in laboratory tests. In addition, for the Euro 6 vehicles (available from 2015) two-thirds emit up to three times over the limit.

Topping the list of worst polluters, Dacia-Renault wins the prize diesel engines the most "dirty" for Euro 5 standard with programs on road nearly eight times the limit for the tests! On the other podium include Rover and Hyundai Land. For newer vehicles in the Euro 6 norm is that Fiat is doing less well with vehicles. Again, there are Renault-Dacia but Opel and Hyundai. Conversely, German brands are doing well.

These vehicles are mainly found on the roads of France, Germany, UK, Italy.

The French government had deliberately concealed the results of the Royal Commission the models of the Renault brand, the Financial Times. Renault has even installed software to activate the cleaning system only test situation, reminding fixing scandal engines of Volkswagen ...

Renault he will become the main collateral damage of the Volkswagen case? This is certainly the way things seem to take the transparency process initiated by the French Ministry of the Environment in the aftermath of the breakup of the fixing scandal engines.

In its edition of Tuesday, the Financial Times reveals that the so-called Royal Commission, the name of the minister at the initiative of the checks diesels device, deliberately concealed certain aspects of testing for Renault branded models, including the Captur , one of the biggest commercial successes of the group in the last three years.
The Captur in sight

The financial newspaper relies on the testimony of three members of the commission who kept anonymous. According to them, the final report submitted in July would not have revealed any information discovered during Renault car tests. This is especially the Captur pollution control system that would be a problem.

The suspicions are potentially explosive. According to the Financial Times, the Renault Captur depollution system only works in a test situation ... Asked by AFP, a Renault spokesperson wanted to be very clear: "our vehicles are not equipped with faking software ", adding that" the group fully cooperated with the commission by providing all the technical explanations which were requested ".

However, environmental associations are not convinced. According to some of them, Renault could have restricted the operation of the Nox Trap at certain temperatures. "What can prevent this pollution control system from functioning if it is not software?", Loose an association. In other words, Renault is accused of having engaged in the same maneuver as Volkswagen, and which should cost it a trifle of $ 15 billion in fines and compensation in the United States.
He has the French state wanted to protect a financial asset?

For the financial newspaper of reference among investors, the French state would have tried to protect 20% he still holds at Renault. Especially as it must conduct a sale of 5% of the capital to return to his position of 15%. Emmanuel Macron had decreed that the state would not sell at any price.

In reality, the Royal Commission suspects all the manufacturers of having engaged in this practice, while admitting, in a hint, the limits of its technical competence in order to be able to prove it. And to affirm: "at this stage, the commission did not highlight the use of illegal invalidation devices but cannot rule out the hypothesis". It also admits that it did not have access to all the onboard software of the cars tested.

The Commission has therefore decided to initiate further investigations by mandating IFPEN, an institute specializing in new energy and transport. Three brands are in the sights including Renault, but also Volkswagen and Fiat.
A first controversy in January

Last January already, the Royal Commission had highlighted a "problem" linked to the operation of the EGR altering its efficiency in the treatment of polluting gases. Another defect was also detected on the Captur. For its part, the DGCCRF raided three manufacturers' sites, raising fears of the outbreak of a new case of rigged engines, sparking Renault title fell about 22% in stock.

Renault, however, had admitted a malfunction in the Captur pollution control system but had hired a reminder 15.000 cars in the fall, that is to say before the case is revealed by the Commission. From that moment, the manufacturer also confirmed he was abandoning NOx Trap technology, cheaper but less effective than the SCR.

| Read also: Volkswagen, Renault: he will be saved by the diesel SCR technology?

Countryman but nonetheless rival, PSA had not resist the temptation to crack a press release to remind that he had, very early, the choice of SCR. For now, PSA has hardly been disturbed by the Royal Commission ...

And the government adds its layer of m..de.

When Wolswagen scandal came out, they made a TV show by inviting the former boss of Renault Louis Schweitzer. This strutted by saying that this problem was not possible at Renault, as it was against a corporate culture at WW ... that led to this ... Another one of those who had better énarques Because of his mouth shut. : Mrgreen:
