I did not understand the history of primary energy and the 150%. Otherwise, actually, given the conditions, a 16% measurement error does not seem impossible.
What did they have to measure power? Indeed there may be a pb of cos phi. Maybe the utility of the different mechanisms of "superunitary" machines is biased cos phi? The same goes for measuring the temperature of the water. As you say Christophe it is necessary that this evening very homogeneous.

It is indeed a pumping of the idea of DAVEY, of direct decomposition of water by the sector ... not enough to revolutionize physics. On the other hand I note that for several years "inventors" have emerged from forgotten discoveries by attributing them shamelessly. The financing of innovative ideas is increasingly effective and supported by public authorities and companies (business angels). Should this be seen as an increase in the number of people claiming to have "invented" something that already exists ...
