And as shown on page 1, the thermostat is below, it is the probe which is placed higher in the anode housing, at the top of the resistance and there is another safety.

Stratification has nothing to do with heating power, it is simply a matter of density. Hot water is less dense, so it rises.

This is what I found at home, my cumulus of 300l is not isolated at the bottom, and the inspection hatch either. The thermowell of the probe is a vertical tube and I can choose the height of the probe. When my regulation was broken the charge pump was running all the time, and the hatch was always hot (heat loss from the bottom). In normal use, the charge pump switches on when the cold water reaches the level of the probe (in the upper third, it switches on when there is 100l. Of hot water), during heating the water is stirred and the temperature is equalized (the stratification is broken), but as long as the bottom is not heated, it fills with cold water and there is no heat loss from the bottom.
Hence my deduction for the heating power, if it heats up quickly there is less time during which the heat diffuses below, then as soon as we draw hot water the bottom fills with cold water.

That said, to comply with thermal regulations, the Joule effect electric water heater is eliminated. On a site I proposed a mixed ball which would have been heated in winter and half-seasons with pellets and in summer by resistance; this configuration did not pass the course of the thermal study, the electric consumption of the summer being already too important.
So what's the point of breaking your head for something whose solution is imposed by the state even if this solution is stupid?

Indeed the state always imposes the most profitable solution for him and therefore very often the worst for the consumer (max of VAT both on investment and on consumption).

I do not think our elected officials reason that way. I believe that they are under the influence of lobbies, associations etc, to whom they yield to have peace.
The cumulus resistance are not prohibited, but in new houses they rot the thermal study and suddenly the house no longer meets the rt2012
