Sen-no-sen, you write:
The use of forest biomass is an excellent choice, however, it must be part of a logic of respect for biodiversity.

On the merits, nothing to object, however if this sentence came from someone other than you, it would make me laugh!
"Respect for biodiversity" is a formula that has a future and there is a risk of being served it often and in all sauces: it is the sesame that defuses any hint of criticism, it is the safe conduct used. by all the "planners" of nature to concrete, tar, destroy in peace!
A few days ago during a conference style "Grenelle" version and, too, there has been much discussion and a committee and following the best practices has even been created to keep an eye on the grain: nothing but this creation is a bad sign!
Rather than saving it, biodiversity must wait for a burial with great fanfare! : Evil:

they are debating it at the assembly ...

a remark was made: encouraged individuals to save money ... but factories and offices? the lights on day and night ... the air conditioning because of a badly damaged building ...

for individuals, penalizing those who consume too much will not give them the means to consume less as long as the craftsmen of the building continue to be too expensive

solution: reduce and even eliminate all taxes and charges on craftsmen: the work of insulation and installation of renewable energy heating must be done as a priority! it must be completely zero-rated ... and to make up for the state budget tax energy

result the profitability of the insulation work will be enormous and the banks will be happy to lend to do the work right away

for factories and offices: same method: to save energy it always requires more work than doing it anyhow: here too we have to tax more energy and tax less work

taxing energy could appear to be a handicap for our industry: but shifting the labor tax to energy could be neutral on average, but a strong incentive to organize industry in the direction of saving energy!

another remark if we let the price of energy go up slowly, the price of the material to save will increase at the same time and it will never be more profitable ... it will even end up being impossible when we have wasted all our means

if the price of energy increases sharply and voluntarily, offset by a drop in labor costs, all energy saving work will immediately become more profitable: both for industry and for individuals

on the same debate there are mentally handicapped people at the assembly!

some ask the question: this bonus penalty on energy will penalize those who have a professional activity at home

answer: but not since if this a professional activity it can subtract their energy consumption from their taxable income

... and 1/2 hour of discussion later, they still did not understand that subtracting from taxable income did not mean not paying!

you have to go back to simpler rules! prohibit sales to the head of the customer: any supplier must sell the same price to everyone

why make a law to impose the sale at the head of the customer

what will it cost to manage this mess? certainly more than the economy it will produce

some say it will cost nothing in the state it will be done by the energy supplier ... as if he used to work for free .... but they forgot that he had already decided that the information detailed would not be given to the energy merchant: it is the tax administration that will do the calculation, and will give the result to the electricity merchant

what must be done to prevent the state from wasting debates on such stupid laws!

another stupid answer! to be against this law is to be against energy saving

this law will save no energy! to save you have to build useful things

these twisted rates will have no effect on those who have money and do not even look at their bill

it will have no effect on those who lack money and are already at the maximum economy

Energy: the bonus-malus voted in the Assembly in the absence of the UMP, UDI, FG

The National Assembly adopted, on the night of Thursday to Friday, after the shattering departure of UMP, centrist and Front de Gauche deputies, the PS bill aimed at creating a bonus / penalty on the energy bill of consumers and to extend social tariffs.

The text, which will be debated by senators from mid-October, was voted unanimously by the fifteen elected socialists present, the ecologist Denis Baupin then chairing the meeting.

The deputies of the UMP, the UDI and the Left Front, who had announced in advance that they would vote against the text for different substantive reasons, had left the hemicycle about half an hour before to protest against the introduction of measures easing the regulation of wind power.

The debates, marked Thursday by a long battle of the UMP against the creation of a bonus-malus mechanism in about a year, skidded when the order of the discussion was changed to examine government amendments supported by EELV and supposed to facilitate the development of wind power in mainland France and overseas.

...............

The heart of the bill to prepare for the transition to a sober energy system lays down the principle of calculating a basic volume, established according to the number of occupants, the place of residence and the method of heating, with three landings corresponding to the most essential needs up to the superfluous.

In committee, the deputies added, against the advice of the government, which unsuccessfully tried to come back to it during the sitting, the age criterion considering that the elderly had to heat up more and took into account specific devices such as respiratory devices.

......
All data will be collected at the same time as the tax form, and transmitted in the form of a scale to suppliers.

This progressive energy pricing will not be effective until late 2013-early 2014 given its complexity. The right has also continued to denounce "a gas plant" and a logic of "administered prices", where the government and the PS have praised a "first step" towards a new model encouraging energy savings .

The reduction in tariff "advantages" on the energy consumed by EDF and GDF employees, demanded by the UMP in the name of fairness, was rejected Thursday evening, the unanimous left insisting on respect for an agreement post-War enterprise and denouncing stigma.
