"Not relocatable", certainly not in China, but in another way: it is poor immigrants who are massively needed for these thankless tasks (a remark obviously devoid of a racist character).

I also wonder about the reasons that led to this strange operation ... subsidies? ... error of judgment? ... well-established plan to establish a monopoly situation?

Given the energy crises to come, it may be seen as a form of investment in the future, with the aim of obtaining a monopoly as you point out.

For the "local", I understood correctly but it allowed me to introduce a remark.

Energy crises could effectively benefit this kind of initiative as long as they remain of low intensity.
For more severe crises, I do not believe that this model is better equipped.
