If you connect the wind turbine directly you risk overloading your battery and killing it.
While waiting for a mppt to recover the maximum energy of your wind turbine, it is better that you leave your regulator.

The 24V wind turbine can never charge 24V on a discharged battery.
It will block the battery voltage, which will rise slowly as the charge progresses. On the other hand, once the battery is charged, the voltage will be able to exceed 14V and this is where the battery is in danger and the regulator prevents the voltage from rising higher.
