Hello Camille42

Do any of you know more about this? What do you think? and do you think it can be used by individuals?

The asphalt represents a large surface heated in the sun. It is like a solar thermal panel. If the town hall does not decide every 4 morning to open the street with a shovel to tinker with 2 pipes and 3 cables as they usually do in France, it must be playable.

Conversely, it seems to me that this is happening in certain neighborhoods of Montreal, the roadway is heated by an electric coil to prevent ice on the roadway.
