The eccentric hamlet "Oglenn ar Vourc'h"

This subdivision is consistent with the overall project of the municipality.

The reflection began at the end of 2001 by an awareness of municipal councilors, then by the organization of public meetings.

Focus groups were organized on the following themes: energy, water and roads, architecture and materials, landscape integration and hedges, allotment gardens, first-time buyers, communication, regulations and operating procedures. All "think tanks" are the "working group" on this project.

This working group, after having consulted outside experts, submits its proposals to the Municipal Council.

About one-third of the focus groups are made up of SILFIAC residents interested in getting involved in the process, as well as, for the other two thirds, people from outside the municipality. Teachers from the Lycée Professionnel du Pontivy, the Lycée du Blavet, are also part of the think tanks.

These groups define the actions and the adjustments to be implemented to reach the objectives of this operation relating to the energy saving, the protection of the water and the natural environment, the social economy, the social link, the quality of the living environment …

The primary purpose of this innovative project is to provoke a dynamic of construction near the village having effects on the overall vitality of the town; so far, the new residents had mainly settled outside the town.

The second aim is to ensure a social mix. This innovative approach appeals to rental housing operators. A three-unit project near the subdivision, with the help of the social housing agency "Armorique Habitat" and "Bretagne Sud Habitat", is building three others in another part of the village. It is regrettable, however, that these social landlords are still far from the logic of eco-housing.

To ensure social diversity, the concern of the municipality was to ensure that this approach does not create additional costs compared to "conventional" subdivision projects.

Our innovative approach has allowed us to forge special relationships with various public and private partners. The development of a sustainable development policy by the Region, instituting eco-FAUR, facilitated the financial equilibrium of this operation; we have even been able to add to it creations that were discarded at first because they are considered too expensive. In the end, this realization costs less to the commune than the realization of a conventional subdivision.

We offer models of houses at 100 000 €. For this we asked designers to play the game of a reflection on the concept of evolutionary homes that grow with the family; we are targeting a public of first-time or modest income through this approach.

It is the architect Bernard MENGUY, installed in Vannes, very invested in these new approaches, who was the craftsman of the realization of this subdivision of 15 lots of 570 to 750 m², including in addition collective spaces and gardens family.

Indeed, this hamlet presents an additional originality thanks to these gardens put free at the disposal of the beneficiaries which thus provide an increase of modularity of the living spaces. These spaces, which remain communal property, also make it possible to carry out other projects open to collective initiatives. Part of these common areas will be devoted to activities such as: barbecue, picnic, playgrounds ... We also, at the request of candidates for construction, imagined a farmyard with provision of small henhouses, a apiary and space to work and store firewood.

By extending access to these spaces to inhabitants of the town without land, this new district is better integrated with the entire municipal area. Students at the school even plan to do a gardening activity there.

This organization of space is a way of opening the subdivision to the outside while cultivating an identity that is more and more dreaming, that of a rural subdivision, a specificity that we hold.

The equipment and the public spaces of this hamlet were thought out with a concern of exemplarity. A semi-porous coating (mixture of lime, sand and gravel, even silica), a hedgehog principle of thick stones and a system of valleys will allow the absorption of runoff water on public roads. .

The treatment of wastewater is connected to lagoons containing macrophyte plants leading to phyto-purification. The maintenance of the surrounding area is done by Ushant sheep.

Public lighting has been designed to maximize the savings of realization and operation: energy-saving lamps, lack of mats along the road ...

Access roads are alleys designed to favor pedestrians. Paths are arranged to reach on foot or by bike the center of the borough, the gardens and collective spaces and the main equipments. The place of the car has been redesigned compared to usual practices.

The lots are free of construction; the first-time buyers can choose the main contractor they want. Specific specifications, not very binding but very encouraging, for a better respect of the principles of sustainable development has been elaborated. Without imposing anything, but with a pedagogical concern, the municipality strongly encourages to build the houses in the spirit of ecohabitat.

The focus groups clarified the subdivision by-law and formed groups of resource persons to help future owners finalize their projects.

The regulation sets an incentive and pedagogical framework; we prefer to convince rather than constrain.

Techniques and materials that did not respect eco-habitat principles were discarded, but only when healthier alternatives were available at equivalent cost. Thus, for example, the block is banned since there is a brick solution at the same cost. The coatings proposed are based on lime, hemp and other natural materials. Joinery must be wood (not tropical) and not PVC. There will be no basement. The heating will be wood, solar or geothermal ... or bio-climatic houses ...

The town of SILFIAC imposes typical garages because they are who structure the streets architecturally and support the lamps of public lighting. It sells land equipped with buried rainwater recovery tanks and wishes to produce solar hot water. Separation hedges must be woody and local in appearance.

Beyond these technical and environmental elements, the project aims to ensure multiple mixes (social, generational, between native and new residents ...).

The gardens are designed to decompartmentalize private property and provoke conviviality and social connection. The pedestrian routes are drawn so that the different populations meet and mix. The Hamlet offers solutions to young couples who have difficulties in homeownership because of the sharp increase in the price of real estate in the region.

Various achievements are offered to integration companies. The first batch sales took place and construction began this fall 2006.

For those like me, curious to know where is this village, it is in the middle of Brittany between St Brieux and Lorient and between Rennes and Brest !!!
Not obvious on their site !!!
