The link above also gives the results measured for an internal combustion engine (petrol) but the unburnt (HC) are also in very small proportions (nothing to do with the 30% unburned fuel suggested by your fanciful link).
So "ALL fuel does not burn" is + or - 30%
It is not the fuel which is stoichiometric but the chemical reaction / notion of proportion between oxidizing fuel.

And another video a little more "scientific" (but we could do better than that...) which shows that the gain in consumption of the HHO system is nil (what we have said from the beginning here... given the homeopathic quantities of H2 produced by HHO)... if we do not correct (quite a lot) other parameters...

In fact it's not already 54% savings ... 54% savings means reducing consumption by more than half ... this is not the case here ... otherwise it would mean that 'we double the MPG ...
24 MPG = 24 * 1,8 / 3,8 = 11,4 km / L or 8,8 L / 100km
36 MPG = 36 * 1,8 / 3,8 = 17 km / L or 5.8 L / 100km
The economy is therefore only 34% ... (if it is proven it is not bad ... but 5.8 L / 100 km ca is nothing miraculous on flat even for a large displacement)
And hop -1 in credibility
