Belgium is going to invest ... 50M euros per year to fight against global warming ... not only is it a derisory sum but in addition I am convinced that it is already investing more than that in it (subsidies, aid for insulation and renovation ..)

Yes and they eat 3 star menus every day from what I read ... in the end can be more than 10 gastro menus served during COP000 ...

The CO2 cost of gourmet cooking is ... obviously ... infinitely higher than that of a butter ham!

Well I do not ask that they be sandwiches but all the same a little less foutage of mouth would be required and well seen ... This is what is called respect and intellectual honesty ...

Foutage gueule point of view, the main guest apparently did not plan attacks during the conference! But then why did it happen shortly before?

It throws a chill, but not as big as the 130 dead, I hope they have been a minute of silence, just to look good.

Frankly, what happens is beyond comprehension.

COP21: a "historic" agreement, but what does it provide?

The 1,5 ° C target
The preamble to the agreement underlines, for the first time in the history of COPs, the longer-term objective of "limiting the rise in temperatures to 1,5 ° C", even if the primary aim is to remain below the 2 ° C. This inclusion is the big surprise of COP21, and can be seen as "the moral victory of the most vulnerable countries", believes Tim Gore.
Problem: "The rest of the text does not comply with the objective of a maximum increase of 1,5 ° C," said Mohamed Adow, from the NGO Christian Aid. There are not enough short-term commitments to achieve this, he says. There is therefore nothing on decarbonization or the development of renewable energies,

The financial aspect
"Those who speak of victory on the subject of this agreement should read in more detail the part concerning finance", assures Brandon Wu, adviser for the NGO Action Aid. The final text is according to him "less good on this subject than the project. previous".
The text is content to provide for a possible increase in the amounts paid to poor countries, making the 100 billion, promised in 2009, a simple "floor". Rich countries will be able to raise this "floor", but they do not have to.

The return of human rights
The final text refers to "obligations in terms of human rights protection" in its preamble. It is a victory because this recall had disappeared in the previous version of the agreement.
This gives a "certain legal basis" to defend the rights of those who have been abused in environmental conflicts, such as illegal deforestation, assures Teresa Anderson, an expert on the issue for Action Aid. She regrets, however, that human rights are confined to the preamble. "If the reference were present in the agreement itself, there would be a stronger legal obligation to take it into account," she said.

Adaptation
This is the aid given by "rich" states to countries most affected by climate change to cope with it. An entire article is devoted to the obligations of developed countries. They are, first of all, financial. The agreement underlines that part of the green fund (the 100 billion dollars per year from 2020) must be devoted to this issue.
But the wording is disappointing: the poorest countries wanted 50% of the money to be allocated to adaptation and 50% to efforts to reduce emissions. Developed countries have achieved that no numerical target is written black on white. A vagueness that made several NGOs say that the voices of the poorest had not really been heard.
It is also a question of technology transfers to better combat the consequences of global warming. An entire article organizes a mechanism allowing developed countries to benefit the most disadvantaged from technological innovations.

Revision of commitments
The promises to reduce emissions made by the parties to the agreement before the start of COP21 are not enough to stay under the bar of a 2 ° C rise in temperatures in 2100. It was therefore necessary to provide a mechanism to remedy. The text establishes a system of periodic review of commitments every five years.
This is a good thing, because some countries did not want to hear about it, like the oil powers. But the first mandatory upward revisions of commitments do not have to be made before 2024. "It's too late", assures the Hulot Foundation which, like other NGOs and "poor" countries, wants the process of revision begins in 2018. To wait until 2024, according to them, condemns the planet to exceed a rise of 1,5 ° C in temperatures.

Loss and damage
"This is the first time that a climate agreement has included an entire paragraph on the recognition of loss and damage," enthuses a delegate from the Comoros contacted by France 24. This is to recognize that the pollution caused by developed countries has had irreversible repercussions on certain territories. This can lead to international recognition of climate refugee status, for example.
“This is a good thing on the surface, but the text itself is rather disappointing on this point,” regrets Gerry Arrances, coordinator of the Philippine Movement for Climate Justice. The article which deals with this issue excludes, in effect, to be able to engage the responsibility of a polluting state and to claim compensation. "The United States absolutely did not want it and it is difficult to fight against them", recognizes this activist.

More transparency
States commit to taking stock every two years on the progress made in limiting greenhouse gas emissions. It is a way of putting pressure on the countries that did not appear in the text.

The text, although imperfect, establishes a consensus between the parties on most of the issues raised before the start of negotiations. One last problem remains: it will only come into force if 50 countries ratify it.

The real test for the Paris agreement therefore begins in spring 2016, when the process of ratification by the national parliaments begins.
