Recently I have conveyed to you the practically "hysterical" willingness of the establishment to continue burning against all fossil fuels, as found in the EIA Annual Energy Outlook 2013.

But to continue burning fossil fuels, the World Bank has set up the carbon exchange to "offset" carbon emissions, by funding projects mainly in developing countries.

For example, to continue operating coal-fired plants, carbon emissions need to be reduced elsewhere. But, considering only CO2, we do not solve the problem of air pollution, due to toxic fumes (mercury, SO2, Nox, CO, fine particles ...) that continue more beautiful.

What joins my opinion that the earth should belong to the states, only the fruits of the human activity should be able to belong to the private ones. Private actors should only be able to rent land through fixed-term contracts.
Thus scams of this type would be limited in time, whereas when the company owns it is almost indelible.
