Living on a non-constructible land?

Warning ! A citizen can (and I would even say: must) attend the Municipal Council, but he has in no way the right to intervene in the debates or to speak, except in the case where the mayor decides to suspend session.

Thank you for this information but it seems to me that the law has been clear since 2007:
a mobile home can only be set up periodically either on a campsite or in a "leisure park".

On the other hand, in the case of a construction on building land, it is possible, it seems to me, to install a mobile home or a light dwelling during the period of the work.
It could be a good compromise in my case because I want to build an autonomous chalet energetically (solar panels for heating + tank for inertia).
After that we have to see if a mayor will agree that I install a mobile home while I get the funds to start the work.
