At first glance, I would say that you have not put enough hay. The first year could not find enough it was my case.
This year I put a lot more and for some plants the difference is huge.
Cucurbits but also tomatoes (even if for the moment they are not yet ripe)
20cm packed is the mini, if it is loose don't hesitate it will tread on its own. Once wet the wind is no longer a problem. Weeds calm them down, even if you have to be vigilant anyway
Indeed when the hay is in place it takes a huge rain for it to pass but hey it must be said that before it is completely dry there is room and when the plant is installed, it manages. In any case in the sandy terrain where I am it works pretty well for the moment.
By cons my sowing is a disaster for small seeds.
This year I put a lot more and for some plants the difference is huge.

Yes it is possible ... I think I had 10 cm packed, not more ...
I seem to have followed the Master's instructions here: agriculture / how-to-start-a-lazy-simpler-than-permaculture-vegetable-garden-steps-and-advice-t14895.html I may have been wrong ...
