Supposedly 3 times more durable than a normal road? I find it hard to believe when we see how plastics do not tolerate UV and temperature variations ... either the debate is launched

Well it is less harmful buried under the road than in the stomachs of animals, and there is enough to place large volumes ...
In fact, at the beginning the tar was the residue (waste) of the distillation of petroleum, very practical to develop the road network at the same time as the automobile, now we know how to crack it to make diesel and ... plastic.
The next step may be to reform the plastic into tar, with obviously an energy contribution
