Already in the 16th century, Thomas MORE made the connection between the movement of enclosures and the increase in thefts: his contemporaries, less enlightened, explained it by a decline in morality and saw as solution only the recourse to repression (judicial violence).

Addressing the symptoms rather than the cause is not new.
