I think she has no idea what she's saying because a simple calculation is enough to demonstrate her error.

Suppose she is right: a 52W tube which rotates 15 min will consume 52 * 60 * 15 = 46800 Joules of electricity (I neglect the Cos phi to facilitate).

Well so this rumor dates from the 70s!

It was a very well supported rumor, which concerned 1 °: the consumption of so-called "neon"

A friend of mine told me that it was better to replace the starter couple, neon, rather than one then the other.

bad starters induce premature aging of the filaments at the end of the tubes. Replacing them regularly, especially if there are frequent on and off cycles is preferable. why recommend replacing the tube / starter pair, simple because very often users try to go to the end of wear, until the tube no longer lights up: then it is too late, the filaments are not burnt but at the limit.
another problem is that in many places where such tubes are installed, it is the location, often in height, inaccessible by simply raising the arms, so even if it means taking a ladder, the best is to change the 2, without worry if any of the changed parts are still valid.
as to whether it is better to switch off if you are away for a few minutes, I would say yes, without a doubt, but in practice, few do it, except at home, because at home, they receive the bill from EDF , not elsewhere; but this is another kind of discussion that could take place, on citizenship, not just ecological level.

to return to the PCs that are turned on and off: the elements that can deteriorate first are the input filter capacitors (power supply), nothing else: gradually, they dry up and their capacity (in farad) gradually diminish, reducing the quality of filtering. to make up for this problem, the control electronics behind compensates for the losses and gradually approaches their operating limits.
this is valid for all switching power supplies, not those which still work with a conventional transformer.
